How to connect the detector eol with alarm panel

Should the EOL (end of line resistor) be input in the detector part or in the alarm panel part?
The divider resistance *R1 is not welded on the circuit board by the alarm manufacturer, but attached to the alarm host (or address module in the bus system) when we buy it. Its two ends line segment is connected to the detector on the signal line. If the alarm signal line is short-circuited artificially, whether it is short-circuited to the positive pole of the power supply or to the "ground" pole, the voltage value on the alarm signal line is close to + 12V or 0V, exceeding the limit value set by the alarm host, the host will send an alarm signal. If the alarm signal line is cut off, the alarm signal voltage of the circuit is the same as the short-circuit of the alarm signal line to the ground, then the alarm host will send an alarm signal.
Therefore, the EOL resistor is used for tamper resistance.
If the EOL resistor is installed on the wiring terminal in the alarm host, the alarm host will lose the role of preventing human damage. (Tamper resistance)
